Police: Five dead, about 20 wounded in Oregon tour bus crash

LA GRANDE, Ore. (AP) ? A tour bus careened through a guardrail on an icy Oregon highway and several hundred feet down an embankment Sunday, killing five people and injuring about 20 others, authorities said.

The charter bus carrying about 40 people lost control around 10:30 a.m. on the snow- and ice-covered lanes of Interstate 84 in eastern Oregon, according to the Oregon State Police.

Lt. Greg Hastings said the accident happened on the west end of the Blue Mountains, and west of an area called "Deadman Pass," where stretches of the highway tend to be icy in winter months.

I-84 is a major east-west highway through Oregon that follows the Columbia River Gorge.

Police did not say where the vehicle was traveling to or from, or information on the company that owns the bus.

Rescue workers were using ropes to help retrieve people from the crash scene.

The bus crash was the second fatal accident in Oregon on Sunday morning. A 69-year-old man died in a rollover accident

5 Tips to Blow Up Your Old Expectations & Move ForwardA client shared his frustration over not achieving more in his life, all those things he thought he would have done by now. I suggested that his struggle with low self-esteem would be helped if he stopped comparing himself to others.

This man, like many I know, deals heroically every day with the special needs challenges in his family. He and his wife step up in a non-traditional, focused, determined manner with love and spirit that is hard for outsiders to imagine. He is the frog in the pot, so it is nearly impossible for him to see how exceptional he is.

His reaction to me was: ?Are you asking me to lower my expectations??

No, I said, I?m asking you to blow them up, destroy them, obliterate them to dust. I hate that term: ?lower expectations?, (can you tell?) as if by thinking differently we are less ourselves instead of more.

Here are some tips:

1. Start with a clean slate. Be honest with yourself. Are the expectations you are holding onto really your own? Or are they some one else?s? If they are someone else?s ditch them.

2. Brain storm. Write a stream of consciousness, without censor, without judgement. You can cull out the absurd (I expect to be America?s Next Top Model!) later.

3. Embrace where you are in life, because where ever you are, even if it?s really hard, it is Good.

4. Create goals, expectations, standards, whatever you want to call them, that work with you instead of against you. I may not ever be America?s Next Top Model, but I maybe I could walk more.

5. Keep the expectations fluid. Your needs in life will change for good and all. Keep light on your feet.

At the end of Working Girl, (an ?80?s iconic movie that you have got to see just for the hair!), a titan of industry tells a story to his board of directors that goes something like this:

One day in the Lincoln Tunnel, traffic came to a stop. A huge 18-wheel truck exceeded the clearance of the tunnel and got stuck. It couldn?t move forward or backward. The emergency crew were at a loss, scratching their heads as tempers began to fray all around them. Finally a little boy from a car waiting patiently behind the rig piped up: ?Why don?t you just let air out of the tires?? Which, of course, they promptly did, lowering the truck which allowed it to move forward.

Life generally requires at least a few of those deflating-the-tires moments. My life is actually full of them and they haven?t been easy to deal with here?s why.

Even though I know I have to deflate my tires I resist it. My heart tells me I am not living up to potential yet again! So many times I asked myself if it was time to lower my expectations. In a small but very significant way it was having a chronic illness that first taught me that the old expectations of myself were keeping me frustrated and depressed. As long as I held on to the notion that I had to have the same production levels as I did when I was healthy I was letting myself and in my eyes, everyone around me, down. It finally occurred to me that since my illness was not going away I had to face some choices.

Either I keep banging my head against the Old Expectations Wall or I blow the damn thing up and build a brand new wall, or a dig a tunnel under it or an airplane to fly over it!

Picture this: Raiders of the Lost Ark. Harrison Ford plays Indiana Jones (?it?s not the years, it?s the mileage?) who has battled and out-raced countless henchmen bent on his destruction. He lands in a market square and out of nowhere comes a seven foot tall giant brandishing the mother of all swords! Indy sighs, takes out his gun and shoots him.

Wow! Legend has it that Harrison Ford improvised this scene because he really was sick and too tired to do the choreographed sword fight. His flash of creativity became one of the most popular and iconic scenes in filmdom.

During my twenties when I was first confronted by a sickness that wasn?t going away I had a therapist who helped me break through my old expectations. It took over six years for me to get my B.A but I managed it. Then when I was thirty, I bit the bullet and went to graduate school thinking I would be the old lady in the class. Guess what? There were many like me, some a even older, who had postponed their post-grad education for whatever reasons.

Later, I struggled with the reality accepting a life without kids. I married late and I was sick a lot, but by some miracle they arrived. It wasn?t easy, but now I have kids the same age as my great nieces and nephews. It?s a hoot!

My career expectation was to climb the corporate ladder to a satisfying administrative position. After hitting the glass ceiling I quit and struck out on my own. That was over fifteen years ago. The road to fulfilling my dream of a private practice for the 21st century has been rocky but every time I hit a rut, I remember I can change course and still move forward.

Hanging on to expectations that work against us is like trying to pull our fingers out of a Chinese finger trap. The more you yank and pull the tighter the damn thing traps your fingers. The trick is to keep calm, relax and let your clever brain find another way. Then your fingers slip out easily!

Laura Jo Wegman and Donovan Corliss' Low-Tech Home Featured In Sunset Magazine's January 2013 Issue (PHOTOS)

We can?t count the number of times we?ve tried to completely unplug from our computers and cellphones. Unfortunately, we?re guilty of not being able to go more than a couple of hours without grabbing our electronics. But for one family, technology has no place in their home -- at all.

Sunset Magazine?s January 2013 issue takes a look into the world of Laura Jo Wegman and Donovan Corliss, a couple who have created a completely low-tech home for them and their children. That?s right, the two have abandoned their televisions, computers and even cordless phones in order to create a space where their focus is primarily on things that matter the most, like family time, dinners and reading books. ?I think TV and Internet and phones become such a time suck that people feel that they don?t have time for anything else,? Corliss told the magazine. ?They don?t have time to do artwork with their kids or read books or have a conversation with one another.?

You may be wondering how this foursome can possibly live without what most of us consider essentials. Well, for starters they aren?t completely off the grid. They have a refrigerator, dishwasher and stove -- none however have LED interfaces. They also have only rotary phones, analog clocks and a lot of ?hand? required appliances such as a hand press juicer, hand ice crusher and the good old paper and pad.

But even with these seemingly dated accessories, the home looks anything but archaic. With a dining table made from old bowling alley flooring, hand-woven rugs and books on top of books, this house truly looks like a comfortable and welcoming home that seems healthy and relaxing.

In 1989, firefighter shooter wondered if he might kill

Spengler, 62, ambushed and killed two volunteer firefighters and wounded two others on December 24, 2012 near Rochester, New York, as they responded to a house fire he deliberately set, police said.

Nine years after brutally slaying his 92-year-old grandmother with a hammer, the man who opened fire on volunteer firefighters on Christmas Eve in upstate New York told a parole board in 1989 that he was worried he might kill again if freed, according to court documents.

?If you were capable of it once, are you capable of it again?" William Spengler wondered out loud at an Oct. 3, 1989, parole hearing, according to state criminal records released by the New York Department of Corrections in the wake of Monday?s shooting.?

"There is no reason why it should have happened,? he told commission members. ?It makes sense no sense whatsoever. You know, hindsight is a great thing but it does no good."?


That exchange, which occurred at one in a series of parole board hearings from 1989-?97, took on added significance in the aftermath of the Christmas Eve attack, in which authorities say the 62-year-old Spengler set his home in Webster, N.Y., afire and then shot volunteer firefighters who came to put it out. Two firefighters were killed and three others, including a police officer, were seriously injured. Spengler then killed himself as police closed in.

The documents offer little insight into Spengler?s mental state leading up to the Dec. 24 attack, except to demonstrate that he unable to comprehend why he killed the first time.

Spengler frequently quarreled with the parole board members during the hearings, disputing how many times he struck his grandmother with the hammer in the July 18, 1980, attack, for example

He also blamed his grandmother for precipitating the attack by hitting him in the groin, and said he only had the hammer because he was preparing to board up a basement door to prevent his grandmother from going to the cellar.

The parole board unanimously denied Spengler?s release in 1989, and subsequent boards did the same for six years, through 1997, when members said that ?the extreme serious nature of your crime, the brutal beating of a 92-year-old grandmother with a hammer continues to militate against discretionary release."

It is unclear what led to Spengler?s release the following year. After spending 18 years behind bars he was well within the sentencing guidelines ? between 8 1/3 and 25 years. But authorities could have held him another seven years. ?

The state Department of Corrections provided this statement in response to an inquiry by NBC News.

"The last time he appeared before the Board was 1997.? He was conditionally released in 1998 as matter of law and remained under community supervision until the end of his sentence in 2006."

The procedure involves drilling small holes into the skulls of patients and inserting long electrodes that destroy a part of the brain called the nucleus accumbens. This area, often referred to as the "pleasure center" of the brain, is the major nucleus of the brain's reward circuit. is it worth being cured of addiction if, losing the addiction, we also lose part of who we are? Is it worth being cured of addiction if, losing the addiction, we also lose part of who we are?" The practice has been officially banned, but apparently continues nonetheless.

TUSCALOOSA, Ala. -- David Jones saw the best of Alabama's community in the worst of times.

Jones, a Notre Dame cheerleader, was part of a group of two dozen Fighting Irish athletes that came to Tuscaloosa during fall break in 2011. They were there for a week of cleanup and hard work in a grieving town where more than 50 were left dead because of a tornado a few months earlier.

Now, a year and a half after that week of bonding and goodwill, Notre Dame and Alabama are getting ready to play each other for the BCS national championship.

"With the hospitality I had down in Alabama, it became one of my favorite schools," Jones said. "There's no hostility, but more karma. You meet all these different faces of the Alabama community. You're just amazed by them and now you're playing them."

There were no football players during that weeklong service project dubbed "Fight for Tide". They were preparing for the 2011 season, after all.

It wasn't about football, anyway. Or basketball. Or softball.

The service project began with a call from Tim Cavanaugh, assistant director of Alabama's ticket office, to Notre Dame program coordinator Sarah Smith seeking donations. The two interned together in South Bend.

That call resulted in clothes shipped to Tuscaloosa, and ultimately the 675-mile bus ride and weeklong trip.

"It's one of those things that when special things arise we try to do something if we have the resources and the interest from the student-athletes," said Smith, adding that a group had traveled to New Orleans following Hurricane Katrina. "It all just kind of came together for the Alabama trip. A lot of kids were talking about it. We sent a bunch of clothes down there but then the conversation kind of snowballed to, Why don't we go down there?"

Other schools' students and fans also offered a hand in Tuscaloosa, including those who pull for Auburn.

Tragedy trumps rivalry any day.

"I think it speaks volumes for the kind of character and leadership that those people have, from whatever schools they come from," Tide football coach Nick Saban said. "People came here from Auburn, which we appreciated. They came from Kent State. I think a willingness to serve other people who are in need at the time for whatever reasons, I think speaks volumes for what kind of person somebody really is. We certainly appreciate that and certainly appreciate anything the Notre Dame students did for our community."

The Notre Dame group cleared out lots, hauled debris and dug a ditch. There was also lots of listening.

"Everyone had a story: Where they were, who in their family was affected," Smith said. "I think it was kind of healing for them to tell their story to other people and that we were down there showing that we cared.

"It kind of created this bond between us and everyone we met, this kind of appreciation that we were there in solidarity. That was pretty cool to feel."

Tide softball coach Patrick Murphy and some of his players worked with the Notre Dame athletes on a site a few miles from campus in Alberta City and took them to dinner.

"I think they made a lot of fans in Tuscaloosa because that night when we went to eat, there were several people that came up to me and asked what was going on," Murphy said. "I said, ?This is a group of Notre Dame student-athletes.' And people gave me a look like, ?Notre Dame?'

"I can remember reading in the newspaper people wrote and said that, ?Our opinion of Notre Dame has changed tremendously.' Just a wonderful gesture by these student-athletes. All of us were really touched by it."

Alabama athletic director Mal Moore, a former Notre Dame assistant football coach, asked to meet with the group from South Bend. He gathered them at midfield in Bryant-Denny Stadium during a stadium tour.

"I told them about my days at Notre Dame and how much I loved my time there ... and how much it meant to me personally that they chose to come here to support Tuscaloosa and the university community after the tragic tornado came through," Moore said Friday. "I thanked them for that, and we had a good visit, made a bunch of pictures and had a good time. It was very inspiring to me that they chose to come down and give several days of their time to the community here."

Smith, meanwhile, said she was taken aback by the southern hospitality. They got a few cultural lessons on things like the meaning of "Roll Tide" and the houndstooth gear popularized by iconic Tide coach Bear Bryant.

"It was just so cool to share some time together," Smith said. "I definitely have a soft spot for Alabama.

"Any time humans are being kind and caring for one another and have that kind of spirit of hospitality, how can you not respect that?"

Senate approves $60.4 billion Sandy aid bill

(AP) ? The Senate on Friday approved a $60.4 billion emergency spending aid package for victims of Hurricane Sandy that had been backed by Senate Democrats.

Democrats had to turn back Republican efforts to cut programs such as $150 million in fisheries aid that Republican lawmakers said was unrelated to the storm that hammered the East Coast late in October. The measure cleared the Senate on a 62-32 vote, with 12 Republicans supporting the bill. Sen. Mark Pryor, D-Ark., was the only Democrat to vote against the bill, but he later switched his vote to support the measure.

The bill faces uncertain prospects in the House, where GOP leaders appear reluctant to move quickly on a big spending bill in the final days of a lame duck session. Congress' attention is focused on talks over the so-called fiscal cliff of tax hikes and automatic spending cuts.

Sandy was blamed for at least 120 deaths and battered coastline areas from North Carolina to Maine. New York, New Jersey and Connecticut were the hardest hit states and suffered high winds, flooding and storm surges. Sandy damaged or destroyed more than 72,000 homes and businesses in New Jersey. In New York, 305,000 housing units were damaged or destroyed and more than 265,000 businesses were affected.

Senate Republicans failed on an amendment for a smaller package of about $24 billion in aid for Sandy, which was the most costly natural disaster since Hurricane Katrina in 2005 and one of the worst storms ever in the Northeast.

House GOP leaders have not said how they plan to proceed. But House Appropriations Committee Chairman Hal Rogers of Kentucky has said Congress should probably begin with a smaller aid package for immediate recovery needs and wait until more data can be collected about storm damage before approving additional money next year.

Rep. Paul Ryan, the 2012 GOP vice presidential nominee and a leading House fiscal conservative, has criticized the Democratic bill as "packed with funding for unrelated items, such as commercial fisheries in American Samoa and roof repair of museums in Washington, D.C."

Sen. Charles Schumer, D-N.Y., urged House leaders to "put this bill on the floor quickly and allow a vote." If the House balks, Schumer said, the Senate bill provides "very good groundwork" for seeking Sandy aid next year.

The measure includes $11.5 billion for the Federal Emergency Management Agency's chief disaster relief fund and $17 billion for community development block grants, much of which would help homeowners repair or replace their homes. Another $11.7 billion would help repair New York City's subways and other mass transit damage and protect them from future storms. Some $9.7 billion would go toward the government's flood insurance program. The Army Corps of Engineers would receive $5.3 billion to mitigate flood future risks and rebuild damaged projects.

Senate Republicans said much of the spending in the Democratic bill was for projects unrelated to Sandy, such as $150 million for fisheries disasters that could go to Alaska as well as Gulf Coast and New England states. Sen. Tom Coburn, R-Okla., sought to strip the fisheries funding, but his amendment failed.

To court votes, Democrats last week broadened some of their bill's provisions to cover damage from Hurricane Isaac, which struck the Gulf Coast earlier this year. A provision was added to the $2.9 billion allotted to Army Corps of Engineers projects to reduce future flooding risks; the coverage area for that program will now include areas hit by Isaac in addition to Sandy. Democrats also shifted $400 million into a community development program for regions suffering disasters, beyond areas struck by Sandy.

A Coburn amendment to reduce the federal share of costs for the Army Corps of Engineer projects to reduce future flooding risks also failed.

Most of the money in the $60.4 billion bill ? $47.4 billion ? is for immediate help for victims and other recovery and rebuilding efforts. The aid is intended to help states rebuild public infrastructure like roads and tunnels, and help thousands of people displaced from their homes.

"It will actually put people to work in their own communities, rebuilding their own communities," said Sen. Barbara Mikulski, D-Md., who chairs the Senate Appropriations Committee.

GOP Sens. John McCain of Arizona and Coburn, two frequent critics of government spending, targeted what they called "questionable" spending in the Democratic bill, including $2 million for roof repairs at Smithsonian Institution museums and $58 million in subsidies for tree planting on private properties. A McCain amendment to strip the tree subsidies failed.

Republicans also criticized $13 billion in the Democratic bill for projects to protect against future storms, including fortifying mass transit systems in the Northeast. Republicans said however worthy such projects may be, they are not urgently needed and should be considered by Congress in the usual appropriations process next year.

The Congressional Budget Office has estimated that only about $9 billion of the $60.4 billion proposed by Democrats would be spent over the next nine months. The Democratic bill included many large infrastructure projects that often require years to complete, but Republicans said the CBO estimate of such drawn-out spending undercuts the urgency of the Democrats' aid package.

More than $2 billion in federal funds has been spent so far on relief efforts for 11 states and the District of Columbia. FEMA's disaster relief fund still has about $4.3 billion, and officials have said that is enough to pay for recovery efforts into early spring.

New York, New Jersey, Connecticut, District of Columbia, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania and Massachusetts are receiving federal aid.

(AP) ? The New Orleans Saints and suspended coach Sean Payton will indeed be together again next season as the bounty scandal fades into history and the bid to win a second Super Bowl resumes.

Payton has agreed in principle to a multiyear contract extension, the team said.

"Very happy it is official," quarterback Drew Brees said in an email to the AP. "Never had any doubts."

Payton was due to begin his seventh season as the Saints' head coach in 2012 before being suspended for the whole season by NFL Commissioner Roger Goodell in connection with the NFL's bounty investigation.

"I am pleased that Sean Payton will be our head coach for a long time," owner Tom Benson said in a statement. "Now we can focus our attention on building on the winning tradition with the Saints that Sean has played such a large role in."

Payton signed an extension in 2011 worth more than $6 million a year that would have kept him in New Orleans through 2015, but Goodell objected to certain language in that deal, leaving Payton's future uncertain until the deal was reached Friday. The language in question in the previous extension gave Payton the right to opt out early if general manager Mickey Loomis left the club for any reason.

The new agreement also must be approved by the NFL. The team did not disclose the length of the extension or financial terms.

Payton is the only coach in Saints history to win a Super Bowl, a title earned at the end of the 2009 season. But his legacy was tarnished by the NFL's bounty probe, as Goodell ruled that Payton failed to exert proper institutional control over a cash-for-hits bounty program run by former defensive coordinator Gregg Williams from 2009-2011.

Although the Saints objected to the characterization of what coaches and players have said was nothing more than a performance pool for big plays, Goodell suspended Payton for the entire season. The commissioner also suspended Loomis for half of the season and assistant head coach Joe Vitt for six games.

Payton is 62-34 in regular-season games as Saints coach and 5-3 in the postseason. During the three seasons before his suspension, the Saints won 41 regular-season and playoff games combined, more than any other team in the NFL.

Payton has primarily handled the offense in New Orleans, teaming up with Brees to break numerous NFL and club records. The single-season NFL records set by the Saints in 2011 included yards passing by a team (5,505) and a quarterback (5,476). The Saints also set a record for total offensive yards with 7,474.

Although speculation ran rampant that Payton could essentially become a free agent after this season and end up elsewhere, Brees repeatedly said he would be "shocked" if Payton ended up anywhere but New Orleans next season. Brees is under contract with the Saints through the 2016 season, and Payton was the driving force in the Saints' effort to acquire Brees as a free agent in 2006.

Without Payton on the sideline this season, the Saints missed the playoffs for the first time since 2008. Brees remained prolific, but his 18 interceptions also tied for a league high heading into the final weekend of the season.

The Saints headed into Sunday's season finale against Carolina at 7-8, hoping to avoid their first losing season since they went 7-9 in 2007.

Payton is expected to return to the Saints immediately after the Super Bowl on Feb. 3, unless Goodell allows him to return earlier.

When Payton reports back to work, it will officially close the book on the bounty saga that has overshadowed the Saints' organization since the NFL first announced on March 2 that it found the Saints ran a program that paid improper cash bonuses for hits that injured opponents.

In addition to the suspensions of Payton, Loomis and Vitt, the Saints also were docked second-round draft choices in 2012 and 2013, though Goodell has said he could potentially restores the Saints' 2013 second-round choice and dock the team a later-round pick.

Meanwhile, four current or former Saints were initially given suspensions of varying lengths. Two current Saints defensive captains, linebacker Jon Vilma and defensive end Will Smith, were among those suspended. Vilma was banned for the whole season and Smith for four games, but the players successfully challenged their punishment with the help of the NFL Players Association and never served a game.

Former Commissioner Paul Tagliabue, who was appointed by Goodell to oversee the players' appeals, ruled that the NFL probe was accurate in its findings that the Saints ran an improper program and attempted to cover it up, but that the evidence was not strong enough to warrant unprecedented suspensions for players who had been only fined for similar behavior in the past.

MSF warns Kenya not to send more refugees to stricken camp

LONDON (Reuters) - Conditions in a camp for Somali refugees in Kenya are deplorable and a government plan to send in thousands more would pose a major risk to health, medical charity Medecins Sans Frontieres (MSF) said on Friday.

Kenya has more than half a million refugees from Somalia, which has lacked an effective central government since the outbreak of civil war in 1991.

A series of bombings, shootings and hand-grenade attacks blamed on Somali militants prompted the government on December 18 to stop registering asylum seekers and refugees in urban areas.

A Kenyan official said more than 100,000 refugees must now head to the remote Dadaab camp in the country's remote north. Amnesty International said the order breached international law.

Dadaab camp was set up 20 years ago and already houses four times the population it was built for. Hunger and disease outbreaks are common.

MSF says its inhabitants suffer from overcrowding and poor sanitation that recent floods had worsened.

"The assistance provided here in Dadaab is already completely overstretched and is not meeting the current needs," said Elena Velilla, MSF's head of mission in Kenya.

In the last month, the number of children admitted to Dadaab's hospital for severe acute malnutrition has doubled to around 300, MSF said. Sixty-three of those were taken to intensive care this week after developing serious complications.

Most of the sick are also suffering from acute watery diarrhea or severe respiratory tract infections, MSF said.

ABU DHABI, United Arab Emirates (AP) ? Andy Murray's 2013 season got off to a shaky start Thursday with a 6-3, 6-4 loss to Janko Tipsarevic in the opening match of the World Tennis Championship exhibition tournament.

Two early breaks in each set helped Tipsarevic dispatch the third-ranked Murray. The Serb next faces Nicolas Almagro, a late replacement for Rafael Nadal who pulled out of the tournament with a stomach bug.

"It's not every day that you get to play a Grand Slam champion and an Olympic gold medalist," said Tipsarevic, who is ranked No. 9. "I know it's an early-season tournament but I can tell you that the six of us take this very seriously."

"I knew I could beat Andy as I have beaten him before," he added. "He's a totally different animal now as he won a Grand Slam and Olympic gold so beating him here has given me confidence. Both of us have very similar games so it's great to come out on top."

In Thursday's other match, fifth-ranked David Ferrer defeated sixth-ranked Tomas Berdych 6-2, 6-4 to set up a semifinal against top-ranked Novak Djokovic, who won the tournament last year. Ferrer easily won the first set after jumping to a 5-0 lead. He broke serve early in the second.

"I played well today and I was surprised as it has been a long time without playing a competition," Ferrer said. "It's a fast court and this was the first time I played at night but I played a good game. I will enjoy a victory for now, but tomorrow I will have to play my best against Novak."

Djokovic said winning the French Open ? the only Grand Slam tournament he has yet to capture ? is his top goal of the year.

"I managed to have the best year of my career in 2011 and I knew that it was going to be difficult in 2012 to maintain No. 1 in the world and play consistently," Djokovic said. "I did, and so this year was an even more successful year from a psychological aspect. ... Ambitions are always high and I want to win every Grand Slam and major tournament I play, and this year is no different."

Hundreds flee Nicaragua volcano

Nicaraguan authorities have ordered the evacuation of several hundred people living near San Cristobal volcano.

Officials also declared an amber alert for five sq km ( two sq miles) around the volcano, which began spewing ash and gas on Tuesday.

However, some 1,500 farmers are refusing to leave the area, the French news agency AFP reports.

First Lady and government spokeswoman Rosario Murillo said 15 eruptions had been recorded since Tuesday night.

The eruptions were small, but Ms Murillo said it was impossible to know for certain whether there would be larger ones that could put the population at risk.

She urged families living in the area to follow evacuation routes as a precaution.

The Nicaraguan army has sent rescue teams to the area.

Some communities are resisting efforts to persuade them to leave.

"People have not evacuated because we do not want to go and leav ethe area abandoned," local farmer Maria Pereira told AFP.

San Cristobal, Nicaragua's highest volcano, is located about 135 km north-west of Managua.

It is considered the country's most active. It last erupted in September, killing some farm animals.

NY firemen's killer mapped out plan for slayings

WEBSTER, N.Y. (AP) ? The ex-con turned sniper who killed two firefighters wanted to make sure his goodbye note was legible, typing out his desire to "do what I like doing best, killing people" before setting the house where he lived with his sister ablaze, police said.

Police Chief Gerald Pickering said Tuesday that the 62-year-old loner, William Spengler, brought plenty of ammunition with him for three weapons including a military-style assault rifle as he set out on a quest to burn down his neighborhood just before sunrise on Christmas Eve.

And when firefighters arrived to stop him, he unleashed a torrent of bullets, shattering the windshield of the fire truck that volunteer firefighter and police Lt. Michael Chiapperini, 43, drove to the scene. Fellow firefighter Tomasz Kaczowka, 19, who worked as a 911 dispatcher, was killed as well.

Two other firefighters were struck by bullets, one in the pelvis and the other in the chest and knee. They remained hospitalized in stable condition and were expected to survive.

On Tuesday, investigators found a body in the Spengler home, presumably that of the sister a neighbor said Spengler hated: 67-year-old Cheryl Spengler. Spengler's penchant for death had surfaced before. He served 17 years in prison for manslaughter in the 1980 hammer slaying of his grandmother.

But his intent was unmistakable when he left his flaming home carrying a pump-action shotgun, a .38-caliber revolver and a .223-caliber semiautomatic Bushmaster rifle with flash suppression, the same make and caliber weapon used in the elementary school massacre in Newtown, Conn., that killed 26.

"He was equipped to go to war, kill innocent people," the chief said of a felon who wasn't allowed to possess weapons because of his criminal past. It was not clear how he got them.

The assault rifle was believed to be the weapon that struck down the firefighters. He then killed himself as seven houses burned on a sliver of land along Lake Ontario. His body was not found on a nearby beach until hours afterwards.

The motive was left unclear as well, Pickering said, even as authorities began analyzing a two- to three-page typewritten rambling note Spengler left behind.

He declined to reveal the note's full content or say where it was found. He read only one chilling line: "I still have to get ready to see how much of the neighborhood I can burn down, and do what I like doing best, killing people."

Pickering added: "There was some rambling in there and some intelligence we need to follow up on."

It remained unknown what set Spengler off but a next-door neighbor, Roger Vercruysse, noted that he loved his mother, Arline, who died in October after living in the house in a neighborhood of seasonal and year-round homes across the road from a lakeshore popular with recreational boaters.

Pickering said it was unclear whether the person believed to be Spengler's sister died before or during the fire.

"It was a raging inferno in there," Pickering said.

As Pickering described it and as emergency radio communications on the scene showed, the heavily armed Spengler took a position behind a small hill by the house as four firefighters arrived after 5:30 a.m. to extinguish the fire: two on a fire truck; two in their own vehicles.

Several firefighters went beneath the truck to shield themselves as an off-duty police officer who came to the scene pulled his vehicle alongside the truck to try to shield them, authorities said.

The first police officer who arrived chased and exchanged shots with Spengler, recounting it later over his police radio.

"I could see the muzzle blasts comin' at me. ... I fired four shots at him. I thought he went down," the officer said.

At another point, he said: "I don't know if I hit him or not. He's by a tree. ... He was movin' eastbound on the berm when I was firing shots." Pickering portrayed the officer as a hero who saved many lives.

The audio posted on the website RadioReference.com also has someone reporting "firefighters are down" and saying "got to be rifle or shotgun ? high-powered ... semi or fully auto."

Spengler had been charged with murder in his grandmother's death but pleaded guilty to a reduced charge of manslaughter, apparently to spare his family a trial. After he was freed from prison, Spengler had lived a quiet life on Lake Road on a narrow peninsula where Irondequoit Bay meets Lake Ontario.

That ended when he left his burning home Monday morning, armed with his weapons, a lot of ammunition and a measure of hate.

"I'm not sure we'll ever know what was going through his mind," Pickering said.
