Euro zone grants multi-billion euro lifeline for Greece

BRUSSELS (Reuters) - Greece secured a lifeline from the euro zone and the IMF on Monday but was told it must keep its promises on cutting public sector jobs and selling state assets to get all the cash.

The 6.8 billion euro ($8.7 billion) deal, which spares Greece defaulting on debt in August, will see Athens drip fed support under close watch from the euro zone and the International Monetary Fund to ensure implementation of unpopular reforms.

The tough approach underlines waning patience with Greece, which has been kept afloat on emergency funding since May 2010 but has failed to make all the difficult reforms demanded of it after a decade of living beyond its means.

"It's time to step up the momentum of reform in Greece," Olli Rehn, the European commissioner in charge of economic affairs, told a news conference.

Reforming Greece remains central to the euro zone's ability to put its crisis behind it, while the bloc needs Athens to cooperate to keep the IMF from pulling out of the program.

But it is only one of the problems facing the euro zone.

Political upheaval in Portugal last week raised questions over Lisbon's ability to complete reforms needed to return to borrowing on the markets. [ID:nL5N0FB37W] Rehn also cautioned that the "clock was ticking" on Slovenia, where banks are saddled with billions of euros of bad loans.

Keeping Greece in a hand-to-mouth existence, meanwhile, could threaten its bid to emerge from economic depression, with nearly two out of three young Greeks without work.

Thousands of municipal workers and school teachers took to the streets of Athens earlier on Monday in a noisy protest against public sector cuts.

DRIP BY DRIP

Greece is expected to return to growth in 2014, albeit an anemic 0.6 percent. Athens was counting on the money, one of the last big disbursements under its 240 billion euro bailout, to be paid out in one go.

But it will now have to wait for much of the cash injection.

Even the first payment of 2.5 billion euros requires that Athens show creditors by July 19 that it is serious about cutting thousands of public sector jobs by the end of the year, as well as modernizing the tax code.

Rehn denied that trickling out the funds would derail the recovery, but the economic situation is fragile.

Greece failed in June to attract any buyer for natural gas company DEPA as its plans to sell state assets fell well short of what its backers had demanded. Exports, investment and tourism have yet to show signs of a recovery.

Under the terms of the Monday's agreement, euro zone finance ministers and IMF head Christine Lagarde agreed to make staggered payments of aid to Greece starting with the 2.5 billion euro installment that comes from euro zone countries.

The agreement foresees a further payment from euro zone countries of 500 million euros in October.

Central banks in the Eurosystem will contribute 1.5 billion euros in July and 500 million euros in October, by dishing out the profits that they and the European Central Bank made from the sale of Greek debt that they had held.

The IMF will give 1.8 billion euros in August.

Keeping the Washington-based lender on side will be one of the most delicate balancing acts facing the euro zone this year, as the IMF grows increasingly uncomfortable with the problems in Greece.

"If the IMF is not needed by the euro area ... it's the best news of the day," Lagarde told reporters after the meeting.

As well as Greece, officials are concerned that more upheaval could upset Lisbon's efforts to leave a 78 billion euro bailout program, as bond yields topped 8 percent last week, a level seen as making new borrowing unaffordable.

Portuguese Prime Minister Pedro Passos Coelho patched over a political crisis at the weekend, caused by concerns about the government's austerity drive, by giving his junior coalition partner more say on economic policy.

"It is crucial ... that there is political stability to push forward programs and this goes for Portugal," said Jeroen Dijsselbloem, the Dutch Finance Minister who chaired the meeting of euro zone ministers.

"We hope that political stability will continue."

The Rolling Stones return to London's Hyde Park for the first time in 44 years

The Rolling?Stones returned to London's Hyde Park after 44 years with a concert that saluted both the band's past and the fleetingly idyllic English summer. Mick Jagger even donned a frock for the occasion.

The band played an outdoor gig for 65,000 people Saturday in the same venue as a landmark 1969 show performed two days after the death of founding member Brian Jones.

It's most often remembered for the vast crowd of more than 200,000, for Jagger quoting Percy Bysshe Shelley as eulogy to Jones ? and for the white dress Jagger wore onstage.

Jagger took the stage in a similar white smock Saturday for a rendition of "Honky Tonk Women," a song the band also played in 1969.

"Just something I found in the back," he said.

Much else has changed since 1969. Then, the concert was free. On Saturday, some fans had paid 200 pounds ($300) a ticket. Jagger turns 70 this month, drummer Charlie Watts is 72, and guitarist Keith Richards is 69.

"It's taken a while, but we got back," Richards said.

And the Stones seemed genuinely glad to have returned. Fresh off a headlining slot at the Glastonbury Festival last week, the band was in relaxed but rousing form during a set that kicked off with "Start Me Up" and "It's Only Rock 'n' Roll (But I Like It)."

"Anybody here that was here in 1969?" Jagger asked, getting at least a few affirmative shouts. "Welcome back ? it's nice to see you again."

The band played on a stage surrounded by fake trees and foliage ? "like a cross between Wimbledon and a pantomime forest," Jagger said ? but it was scarcely necessary. The park was already a leafy idyll on a rare London day of bright sunshine and soaring temperatures.

"This time of year in England, it's the best place to be in the world," Jagger said, before quoting Shakespeare: "Summer's lease has all too short a date."

The show featured some songs that had yet to be written in 1969, including "Beast of Burden" and the recent "Doom and Gloom," as well as 1960s favorites like "Sympathy For the Devil," ''Paint It Black," and "Gimme Shelter."

Former band member Mick Taylor, who played with the band for the first time at the 1969 show, joined the Stones onstage for "Midnight Rambler."

"We just found him in the pub and put him onstage in front of 200,000 people," Jagger joked of Taylor's debut.

The band nodded to its past with big-screen footage of old concerts, and saluted its inspirations with clips of blues greats from B.B. King to James Brown and Etta James. Young Texas bluesman Gary Clark Jr. was invited onstage to play with the band on "Bitch."

It all ended with fireworks and "Satisfaction" ? and for fans in the crowd, satisfaction.

"They're the greatest rock 'n roll band in the world," said 25-year-old James Williamson, who inherited a love of the Stones from his father.

"At the end of the day, they're more talented than any band that's around today. They've still got an edge to them."

First arrest captured by Google Glass, foreshadows 'everything recorded' future

An independent film maker sporting pair of Google Glass specs has captured what's believed to be the first fight and arrest filmed using the device.

Google Glass Explorer Chris Barret took his specs to July 4 celebrations at the now-infamous Jersey Shore in order to capture the Independence Day fireworks from a first-person perspective.

However, what he ended up recording and posting to YouTube was an altogether less jovial scene; the aftermath of a fight and an alleged ruffian being led away by the police.

"With Glass I went closer to the action than I probably should have and saw a couple fights going on. I think I got the first arrest with Google Glass ? kinda cool!" he told VentureBeat.

Citizen journalism or privacy invasion?

More notable than the video itself is the ease at which it was captured without the knowledge of those in the middle of the melee.

His footage foreshadows the rapidly approaching future where everything can be filmed serendipitously by folks wearing devices like Google Glass without the knowledge of the parties involved.

"I think if I had a bigger camera there, the kid would probably have punched me," Barrett said. "But I was able to capture the action with Glass and I didn't have to hold up a cell phone and press record.

"This is a huge step in citizen journalis. If Google Glass takes off, everyone's going to have their entire life captured ? first words, first steps ? but also people getting shot, and natural disasters."

Petition to overturn A&E closures in London launched by Labour

Labour?s London MPs and the Shadow Health Secretary Andy Burnham handed a petition to the Department of Health urging a rethink on A&E closures in the capital.

The group want Jeremy Hunt to personally look at recent figures about waiting times and take into account the impact of cuts to social care is having on hospital admissions.

Gareth Thomas, MP for Harrow West and Deputy Shadow Minister for London, said the petitioners, including councillors and London assembly members, hope fresh medical evidence can convince the Secretary of State for Health to halt the closures of A&E departments and the downgrading of hospitals across London.

Alongside Mr Hunt?s opposite number Mr Burnham at the handover were doctors and nurses from London hospitals opposed to the cuts, as well as the Shadow Minister for London and Tooting MP Sadiq Khan.

He said the changes across the NHS will have a ?disproportionate effect on Londoners?, and also urged the Government to rethink the cost-saving measures.

Mr Khan said: ?David Cameron and the Conservatives promised before the election not to engage in a top-down reorganisation of the NHS, and not to cut frontline services.

?They have broken those pledges.?

The group opposing the cuts met outside the Department of Health headquarters in Westminster on Friday evening before Mr Burnham handed the petition over to the minister?s office.

U.S. Added Jobs in June as Unemployment Stayed at 7.6%

U.S. employers added 195,000 jobs in June, a sign of the solid improvements in the labor market that the Federal Reserve has said it is looking for before it begins to wind down its bond-buying program.

The stronger job growth came alongside sharp revisions to April and May that showed employers added a combined 70,000 more jobs than previously estimated, the Labor Department said Friday.

?

The unemployment rate, obtained by a separate survey of U.S. households, was unchanged at 7.6%.

?

The Fed is watching employment data closely as it considers how to wind down easy-money policies aimed at stimulating the economy. Improvements may signal it is time to scale back its $85-billion-a-month bond purchases. Fed Chairman Ben Bernanke has said the program may end around the time unemployment rate reaches 7%. The Fed has said it could start to raise interest rates after the figure drops to 6.5%.
