U.S. pipeline agency probes Enbridge oil spill in Wisconsin

WASHINGTON (Reuters) - The U.S. pipeline safety agency launched an investigation on Saturday into an oil spill in Wisconsin on Enbridge Inc's network that forced the partial shutdown of a main artery carrying light sweet Canadian crude to Chicago-area refineries.

Enbridge's 318,000 barrel per day Line 14 pipeline, part of the Lakehead system, was shut after an estimated 1,200 barrels of oil were leaked. This happened almost two years to the day after another major spill in a different section of the line, in Michigan.

Enbridge Energy Partners said on Friday there was not yet a time frame for when flows would resume, and the cause of the spill had not yet been determined.

"(The U.S. Transportation Department's Pipeline and Hazardous Materials Safety Administration) is investigating the cause of the Enbridge crude oil pipeline failure in Wisconsin," spokesman Damon Hill said in an email on Saturday, adding that an inspector had been sent to the location of the pipeline failure.

Line 14 is one of four lines that ship mainly Canadian crude via Lakehead, a 2.5 million bpd network that is the principal route for Canadian exports.

The news will not help Enbridge build public trust in its network, which has come under scrutiny following several high-profile incidents, including a spill in Alberta last month and the massive leak in Michigan two years ago.

Just weeks ago, the U.S. National Transportation Safety Board delivered a scathing report of Enbridge's handling of the July 2010 rupture of its Line 6B near Marshall, Michigan, which led to more than 20,000 barrels of crude leaking into the Kalamazoo River.

The NTSB said it found a complete breakdown of company safety measures, and that Enbridge employees performed like "Keystone Kops" trying to contain it. The rupture went undetected for 17 hours.

U.S. pipeline regulators fined it $3.7 million for the spill, their largest ever penalty.

The incidents have caused furor just as the company seeks approval for its C$6 billion Northern Gateway pipeline to Canada's West Coast from Alberta amid staunch opposition from environmental groups and native communities that warn against oil spills on land and in coastal waters.

Enbridge said Line 14 was a 24-inch diameter pipe that was installed in 1998, making it a relatively new line.

In most cases, smaller pipeline leaks can be repaired quickly allowing operations to resume pumping, although regulators may require significant work if they find any cause for alarm. Following the leak two years ago, the line was shut for over two months.

No injury was reported on Friday at the line, which is near Grand Marsh, Wisconsin, Enbridge said.

New York City Dept of Educ 779 F.Supp.2d 289, 56 IDELR 228 (E.D.N.Y. 4/25/2011).? This case is important not just because it analyzes special education law principles involving bullying, but also because it provides a thorough review of the social science literature on bullying. You should read this case and you can do so here.

In the next parts of this series, I will take a look at some of the points and issues raised by participants during my recent half day presentation on Bullying at the Seattle U conference. Some big issues were discussed there.

Bullies typically operate in front of a crowd, and the students who act as onlookers do not escape the effects of bullying. These students, who often watch, or even step away from the bullying actions, are more likely to feel powerless and to be fearful at school. Macklem, supra, at 91-92. Bystanders feel as though they are incapable of controlling the situation, and thus are not themselves safe. Id. at 91.

Students may go along with the group in the bullying behavior out of fear that if they were to speak up they might lose their space within the peer group and open themselves up to be the next victim. Id. As time goes on, if bullying persists at a high level, bystanders become desensitized and are less willing to step in to prevent the harassment. Id.

Home Values Rising

Things are heating up in the housing market. A spring awakening lifted the market from a deep slumber and the summer months are keeping the momentum going.

This is the fourth consecutive month of increase, the company said. That?s a sign that things finally may be moving upward after hitting the absolute bottom.

Of the 167 metros covered by the index, 53 reported annual increases in home values. Phoenix, one of the worst hit markets by the downturn, reported the largest increase with home values skyrocketing 12.1 percent.

?After four months with rising home values and increasingly positive forecast data, it seems clear that the country has hit a bottom in home values,? said Zillow Chief Economist Dr. Stan Humphries in a release. ?The housing recovery is holding together despite lower-than-expected job growth, indicating that it has some organic strength of its own.?

But, there?s no uncorking of the champagne yet. Celebrations may still be a bit premature considering the pipeline of foreclosed inventory.

?This will translate into more homes on the market by the end of the year,? Humphries said in the release. ?But we think demand will rise to absorb that, particularly in markets where there are acute inventory shortages now.?

In the next year, 67 of the 156 markets are expected to experience gains in home value, Zillow said.

Rising Prices Cools off Foreign Interest

For a while now, low prices and attractive and abundant home inventory lured buyers from offshore. But, with the market slowly picking up and some areas reporting bidding wars and multiple buyers for the same property, things are changing.

A recent report by Trulia shows that foreign interest in the U.S. housing market is tapering off. When the housing bust happened, buyers from Canada, Australia, Germany and the U.K. made a beeline for the U.S. shores, buying up investment properties in places such as Miami and Los Angeles. Year over year, foreign search of U.S. homes fell by nearly 10 percent. Searches have dropped the most in markets where prices have climbed, Trulia said. Buyers from Eurozone crisis countries have also slipped, declining 15 percent in the first half of 2012. While falling interest isn?t a positive in most cases, in this case it?s an indication that things are really improving on the housing front.

New Home Sales Drop

While existing home sales have climbed in some areas, even triggering bidding wars, new home sales plummeted. According to the Commerce Department, prices for single-family homes dropped 8.4 percent to a seasonally adjusted annual rate of 350,000 units. That?s the lowest pace in five months.

The biggest dip was in the Northeast where prices fell 60 percent.

?Housing will continue to recover gradually throughout the year but fundamentals are not supportive of a fully fledged housing market recovery,? Yelena Shulyatyeva, an economist at BNP Paribas in New York told Reuters.

Last month existing home sales also suffered a dip. Despite low mortgages, economic issues at home and abroad have prevented buyers from jumping into the real estate market. The going may be slow for awhile. But, the silver lining is, home values have risen and new home construction rose to the highest level since 2008.

Sale Agreements Drop

There were fewer contracts signed to buy existing homes last month, according to the National Association of Realtors?. According to NAR, the sale agreements index dropped 1.4 percent to 99.3. Economists consider a reading of 100 to be the sign of a healthy market.

Contract signing is an important indicator of where the industry is headed. Usually it takes one to two months from the time an agreement is signed to when a deal is completed.

The likelihood of a worker exploding in a burst of toxins increases with age, at least in a species of tropical termite.

Sudden, toxic self-rupture is a mutually destructive move in fights with enemies of the South American termites Neocapritermes taracua, reports ethologist Robert Hanus of the Universit? Libre de Bruxelles in Belgium. Biologists have described some other termite species with an explosively self-sacrificing caste. But the N. taracua workers blow up in a way researchers have never seen before, Hanus and an international team report in the July 27 Science.

An exploding termite?s body suddenly bulges, ripping open two pouches riding like packs on its back. Their contents, blue nuggets of a copper-containing protein, mix with a product of termite salivary glands that?s released as the inner flesh splits open. The combination turns into a toxin that can quickly immobilize and kill an attacker. ?It?s a question of minutes, sometimes seconds,? Hanus says.

Workers don?t start out with dangerous backpacks but develop a pair of blue spots that grow as the termites get older and build up their protein reserves. Younger workers that are spotless, or minimally spotted, do rupture, Hanus says, but it isn?t as effective in killing enemies. And it takes a lot more provocation than it does for the older nest mates.

The likelier sacrifice of the older workers makes sense in the save-the-queen, save-the-colony world of termites, the researchers note. Individual workers can?t reproduce. Their value to the colony is in their foraging and other chores.

Their mouthparts gradually go dull with wear and tear, and their efficiency at feeding decreases. The more worn the mouthparts, the bigger the reserve of the toxin ingredient, Hanus and his colleagues found. So as their other contributions to the colony dwindle, older workers? likelihood for self-sacrifice in battle increases.

?In contrast, humans are sending the young men to war,? Hanus says. From the termite perspective, ?old men should go to war, or old women.?

These termites do have a soldier caste, but its members aren?t numerous enough for all emergencies, Hanus says. The soldiers have such specialized mouthparts that they can?t eat on their own. Workers have to feed them, a limitation on the proportion of soldiers in the colony.

This new study ?falls into the ?amazing natural history? category, in which social insects have many examples,? says entomologist Francis Ratnieks of the University of Sussex in England. The exploding termites? suicidal attack is akin to one so familiar that people may forget how self-sacrificing it is: the honeybee sting.
